The first fairs in Kootenai County were staged in the towns of Post Falls in 1922 and then Worley in 1923 as a showcase for local 4-H Club members. In 1931, the county courthouse was the site of a 4-H fair, with around 100 members taking part. Each year, the scope of the fair grew. In 1935, a Fair Board was organized, and a building was constructed for the fair at the old Mill Grounds. More buildings and facilities were constructed over the years.

In the 1950s, the city traded the Old Mill Grounds for land at Weeks Field, close to the airport, moving the fair to its current location. Three livestock barns were relocated to the site and two Quonset huts were constructed as exhibition spaces. In 1958, a grandstand was constructed. Other buildings have been constructed, including a 20,000-square-foot exhibit space. The fairground continues to be developed today.
